House T&I WRDA 2026 Markup Delayed Amid Broader Floor Standoff

The House of Representatives began its July district work period earlier than expected yesterday after floor action was delayed by internal disagreements among House Republicans over the SAVE America Act. Last week, House leaders had planned to bring up the FY 2027 Energy and Water Development Appropriations Act and the FY 2027 National Security, Department of State, and Related Programs Appropriations Act, but those bills did not advance. This week, the House failed to adopt a procedural rule related to the FY 2027 National Defense Authorization Act, and House leaders subsequently recessed for the July district work period.

For NWC members, the immediate impact is on WRDA 2026. The House Transportation and Infrastructure Committee had scheduled a markup for this morning on the bipartisan House WRDA 2026 draft, which was released on June 26. Due to the change in the House schedule, the Committee postponed the markup until further notice. (NWC’s June 26 News Alert on the WRDA 2026 draft).

Ahead of the scheduled markup, NWC submitted a letter supporting the T&I Committee’s continued commitment to advancing WRDA on a bipartisan, biennial basis. That letter is available here.

The NWC Government Affairs Committee will discuss these developments during its monthly call tomorrow, Thursday, July 2, at 4 p.m. ET. We will provide a high-level update on the House schedule, review the House WRDA 2026 draft, and walk through NWC’s House WRDA 2026 section-by-section chart.
