Energy and Water Appropriations Bills See Floor Action

Striving to return to regular order, despite the challenges presented in an election year, the House and Senate Appropriations Committees are forging ahead with fiscal year 2017 funding measures.

Both the House and Senate energy and water bills, which fund the Army Corps of Engineers’ civil works program, would increase current funding levels, recognizing the critical importance of a robust and healthy water resources infrastructure to the nation’s economic growth and global competitiveness.

Taking the lead, the Senate passed the Fy17 energy and water bill by a vote of 90-8, marking the earliest in more than 40 years that chamber has passed a stand-alone appropriations measure.  The bill would fund the civil works program at $6 billion, slightly more than the current level and $1.378 billion above the President’s FY2017 budget request.

The House of Representatives is poised to consider its FY17 funding measure, H.R. 5055.  That bill would provide $6.1 billion for the civil works program.
