In response to the Council on Environmental Quality’s (CEQ) request for comments regarding updates to implement the National Environmental Policy Act (NEPA), NWC supported efforts to improve efficiencies in the NEPA process. In particular, NWC supported strengthening the authority of the lead agenda to manage the process, including setting reasonable deadlines and timelines for reporting agencies. NWC also offered revisions to key terms, including cumulative impact, scope, and effects, to ensure appropriate focus on Federal agencies’ authority and ability.
