News Alert: House narrowly passes FY2026 Energy and Water appropriations bill

Today, the U.S. House of Representatives narrowly passed the Fiscal Year 2026 Energy and Water Development and Related Agencies Appropriations Act by a vote of 214-213. This legislation provides annual funding for the U.S. Army Corps of Engineers Civil Works Program, the Bureau of Reclamation, the Department of Energy, and other related agencies. The measure now heads to the Senate, where appropriators are expected to take up their version in the coming weeks.
For the Corps of Engineers, the bill supports the agency’s major Civil Works accounts, including investigations, construction, operation and maintenance, regulatory programs, and flood control and coastal emergencies. The bill also funds the Bureau of Reclamation and the Central Utah Project, continuing support for western water supply infrastructure.
On the House floor, an en bloc amendment package was adopted by voice vote. It included targeted funding increases for USACE that support flood control and coastal emergencies, water and wastewater infrastructure. An amendment offered by Rep. David Schweikert of Arizonia that would have stripped funding almost completely from the Civil Works program failed.
With limited time remaining, Congress will need to act quickly to prevent a lapse in government funding, likely through a continuing resolution.
