The House Appropriations Committee passed its FY15 energy and water bill, providing funding at $5.5 billion for the Army Corps of Engineers’ civil works program. The bill includes $1.7 billion in the construction account, $115 million in investigations, $2.9 billion in operation and maintenance, and $260 million for Mississippi River & Tributaries program.
The bill would prohibit spending any funds on the pending Waters of the United States rulemaking, and the accompanying report expresses the Committee’s continued concern over the effort to update the Principles and Guidelines.

Meanwhile, the Senate Appropriations Committee cancelled its scheduled markup amid concerns over various expected amendments and a White House veto threat. The Energy and Water Subcommittee has already approved a bill that would provide $5.134 billion in funding for the civil works program, with construction funded at $1.421 billion, investigations at $125 million, operation and maintenance at $2.8 billion, and Mississippi River and Tributaries at $305 million.
The full text of the Senate bill has not been released and it remains uncertain when or if the full committee markup will be rescheduled.
