The U.S. Environmental Protection Agency and the U.S. Army Corps of Engineers have jointly issued a proposed rule to define the scope of waters within the jurisdiction of the Clean Water Act. The proposed rule was initially released in March and published in the Federal Register on April 21, with comments due on July 21. The agencies have extended the comment period until October 20.
